Christopher Ptomey Joins VSCLT as CEO
It’s an exciting day at the Virginia Statewide Community Land Trust. VSCLT’s Board of Directors have selected Christopher Ptomey to serve as our new CEO, effective immediately.
“We are thrilled to welcome Christopher to VSCLT as our CEO,” said Marcia Joseph, Chair of the Board of Directors for VSCLT. “His deep experience in the affordable housing sector and passion for the work of community land trusts will be critical as we continue to expand across Virginia. VSCLT’s work is central to address the crisis of housing affordability in the state. The proven land trust model creates homeownership opportunities for low-to-moderate-income families who may otherwise not afford a home in their community and ensures those homes remain permanently affordable.”
Based in Blacksburg, Christopher has an extensive and distinguished career as a nonprofit leader and policy advocate. He boasts over two decades of experience driving mission impact and legislative change within the housing and community development sectors.
Most recently, as the Principal of PT Policy, LLC, Christopher provided strategic counsel to nonprofits and government entities. He previously served as Executive Director at the Urban Land Institute’s Terwilliger Center for Housing, Senior Director of U.S. Government Relations at Habitat for Humanity International, and Federal Liaison with the Texas Department of Housing and Community Affairs.
Christopher also has served on the boards of both the National Housing Conference and Grounded Solutions Network.

VSCLT brings a proven model, known as community land trusts, to communities across the Commonwealth that creates more homeownership opportunities for moderate-and-lower-income buyers and keeps those homes affordable for generations.”
Christopher replaces Michelle Winters, an experienced affordable housing leader, who has served as VSCLT’s CEO since 2024. She will continue to support VSCLT as an adviser through the end of the year. Everyone at VSCLT is grateful to Michelle for her leadership and vision!
Founded in 2020, VSCLT is the first community land trust in Virginia designed to operate statewide and currently has a presence in many jurisdictions, including Fairfax County, Fauquier County, Loudoun County, Henry County, the City of Fredericksburg, and others.
