A New Partnership Creates Lasting Affordability in Fredericksburg
The Virginia Statewide Community Land Trust (VSCLT) is celebrating an exciting milestone: the closing of its first permanently affordable home in Fredericksburg!
This summer, VSCLT joined Greater Fredericksburg Habitat for Humanity and Central Virginia Housing (CVH) to celebrate the transformation of a home that will provide a new, affordable opportunity for a local Habitat homebuyer. The closing marks the beginning of a promising partnership—and a new model for creating lasting affordable homeownership opportunities in the Fredericksburg region.
Three Organizations, One Shared Vision
VSCLT, Greater Fredericksburg Habitat for Humanity, and Central Virginia Housing each bring unique strengths to the partnership, united by a common goal: creating quality homes that remain affordable for generations to come.
Through this collaboration, VSCLT purchases homes from CVH’s rental housing portfolio and partners with Habitat to renovate the properties and identify qualified homebuyers. Once renovated, the home is sold to an income-qualified family through the Community Land Trust model.
Under this model, VSCLT retains ownership of the land while the homeowner owns the house. Separating the ownership of the land from the home allows VSCLT to reduce the purchase price and make homeownership more accessible to families who might otherwise be priced out of the market. Homebuyers benefit from lower upfront costs and more manageable monthly mortgage payments while still building equity through homeownership.
Most importantly, the affordability created through the Community Land Trust model is designed to last. When a homeowner eventually decides to sell, the resale formula allows the homeowner to build equity while ensuring that the home remains affordable to another income-qualified buyer.

Central Virginia Housing brings an extensive portfolio of rental homes and the opportunity to transition properties into long-term affordable homeownership.
Greater Fredericksburg Habitat for Humanity contributes its experience in homebuilding, renovation, and working directly with families to help them achieve the dream of homeownership.
VSCLT brings the Community Land Trust model, creating a permanent framework for maintaining affordability while helping families build financial stability and equity.
Together, these organizations can transform existing housing into permanently affordable homeownership opportunities—preserving affordability for future generations rather than solving the problem only once.
